It rotates to open/close. I think it's possibly a jewelry clasp of some kind? Not sure what to call it either. Any help or ideas? Thanks!!

Claddagh rings feature two hands (symbolizing friendship) holding a heart (symbolizing love) often topped with a crown (which stands for loyalty).
so one would think two hands shaking are symbolizing friendship. SS
 

Hi; your is NOT a claddaugh ring. It "IS" a friendship ring ok. Nice find. The Claddaugh ring is the Celtic Wedding ring but it's design has caught on in popularity. When the Crown and Heart face toward the hand you are single. When they face to the finger tips you are married. Reason the Heart and Crown face toward the finger tips is that it signifies the "pouring out" of your Heart and Loyalty ok. Hope this helps. PEACE:RONB
