Wooden Plunger Thing ?SOLVED

Any ideas on this ? It has some brass rings up by the handle , down inside , and on the end of the stick piece that plunges inside .

It's an old thread bobbin from a textile mill.

Bottle corker!!! Put a cork under the piston,center the corker over the bottle,and seat the cork with the palm of your hand. Yeah,it's a bit of an antique...
