all I can make out is Tamworth Which may Refer to New South Wales
Tamworth is a city in the New England region of New South Wales, Australia
and I believe the date 1913 is there.

Sorry ! considering the dug condition, unless it is extremely Rare and Sought after ,
I would guess it's Value to anyone other then the Finder would be doubtful.
