Williams painting

I got this oil painting signed "Williams" and it has a certificate saying it was purchased in 1978 by someone. Any idea of the value and I would be willing to sell it. Please help.

he must be anxious to find out who Williams is and if he is of any value, I never heard of him, with the certification paper could just be a selling point to make people think it is worth more money than it really is , like many of the valueless thomas kinkaide paintings
