Solution
It’s pretty beat up, but that looks like one of William B. Durgin’s marks:

It’s one of their ‘Bouquet’ patterns (the pattern was multi-motif) introduced in 1900:

Durgin was founded in 1853 in Concord, New Hampshire; bought by Gorham in 1905; moved to Providence, Rhode Island in 1931 and operated as the Durgin Division of Gorham until c.1940.
