Anyone seen one of these before. Has two sets of these teeth with approx 1/8" gap between them.

Definitely antique umbrella part. The small notches on its edge allow for positioning of the spokes. Here's a Patent-diagram, and some photos of a more-or-less complete antique umbrella found (and posted) by our fellow T'Net-er, Ironman.
