SwampHunter is right. Those are Simunitions, which allow you to fire practice paint through a regular gun. I have found a ton of those detecting some areas that have been used for law enforcement training.

I have found a few like that around an OLD church and had assumed they were for birdshot to keep pigeons away.

i could be wrong but i seen them before i think they are called wadcutters. used for paper targets. good hunting roadrunner.

wadcutters are still lead, they are not pointed,the bullet is flat, that way they pop holes out of the target, laike a hole punch

I've seen similar that shoot wax bullets for indoor practice and police training on projected shoot/don't shoot training situations on a wall screen. Maybe paintball is the next generation?
