looks like the emblem at the top bears the letters 'FCB', and should be the emblem for the Knights of Pythias. from what I found on the web, their 68th Biennial convention was this year (2015), so it stands to reason that the 23rd convention would have been 1925 if I have calculated correctly

Biennial is every two years so it is older than 1970. Probably just after the turn of the century. May be Pythias Sisters based on the woman and the queen of the south insignia. They were instituted in 1888. Whatever the lodge type, it was a 46th year of its being instituted...23rd biennial.
