Whistle,type insrument

This was found at an old camp in the Nevada desert.......I hunt old wagon roads and campsites from prospectors,and anyone else that travels nearby going from boom town to boomtown..Anyone have an Idea on this..From the relics it was found with and being a small campsite in this area ..The age would be from 1860's to 1900's any help would be greatly appreciated..Mike

Looks like the upper part of a two part tin whistle. AKA penny whistle.

I believe Lucas is correct. It is part of a penny/tin whistle.

I have not seen one in more than two pieces but .....
There should be a piece with six finger holes in a line. It may just be broken off or something. They have been around for a long time and are concedered toys.
