Whatzit >> ???? (Solved)

I have been hunting a park... its was a farm from 1850-1950... a salve farm that raised horses and but up a 1/2 mile harness park in the back and charges a nickle in the 40-50 to see the races... Any who... this is my 2nd outting there and here is my whatzit for you to identify (I hope):

I looks like the top swiveled back and forth... and it might now if anyone has a small boy and 2 horses to help me move it... :-)

Other thing looks to be ornate door or window latch, possibly.

Looks like either a piece of a gate, or a crank to wind something.

It's part of a Victorian window sash lock.

Victorian Era IMO 1837 - 1901

Within the Victorian date range, as posted by Jim, I'd guess c. 1870-90.
