Hardy, I think it's too thick for a jews harp, plus it is iron. It looks like the ends were once peened to secure it.

I would guess its a removable keeper of some sort.
The ends of the legs appear to have slight flair and
maybe a slight spring action when pushed through
a hole and click into place.
A good cleaning should show if its iron or steel,
which would help date it.

I don't see evidence of a center piece ever being attached to Hardy's item .
