Whats with the big blank "scroll?"

What's with the big blank "scroll?"

I can't help but notice the large blank, tan "scroll" thing above the banner.. Is something supposed to be there that just I don't see?
The reason I ask as that my software blocks a lot of active scripts, some java, etc.. so maybe there IS something there and I just can't SEE it.

Or is it supposed to be blank for now?
