The first thing it reminded me of was a hand crank drill part. If it has teeth on the other side that may be what it was....Just an out there guess.

I believe that it could be a hand crank for increasing the height or lowering the blade of a cutting or cultivating piece of machinery. Nice old find. Congrats.
