I think its a tent spike -the loops are made for rope to slide in....May be hammer into a tree type

It looks like the plastic card holders used for flowers. Snce it is metal it could have been one from a funeral home.

it crossed my mind, but it would need to be a goat & even then it would not hold well.

I used to use something similar to mark off a line to measure outside. You'd loop the twine, wire, etc. from one loop to the other, but yours looks a mite fancy. Unless it belonged to the King.

I like this idea, but it looks older than the age of garden hoses -- Victorian or Edwardian in style. It could be meant to look aged, of course, and not be. I think if it was a tether anchor of any sort, it would have a longer and less easily removed blade. Also... no reason for 2 loops unless for 2 animals (which makes the short and insubstantial blade even more problematic). I'm guessing that whatever it is, this was more an ornamental than practical tool.

another suggestion was a sythe sharpener..stick it in the ground...sharpen the long blade....the other side looks like this side...

Those loops are just asikin for ropes or twine to be attached. Could it be marine or a rope attachment for a flag pole...
