Your neighbor is correct. It spreads the cross link "ends" when you replaced the worn out cross chains.

Tire chains were not thrown away if a few cross links were worn too thin. You could buy new cross links and save the side chains.

Close I believe,see some farrier tools with similar jaws but dont see ones that overlap.

Here is a cross link attached to the side chain. See that double U squeezed loop to hold the cross chain to the side chain..... your tool goes sideways and one jaw goes under one side of the closed U, and the other jaw goes under the other side. The tool opens both parts of the U, so that you can put a new link on.
