The axe through the middle of a bundle of rods is called the "fasces". It has centuries of use as a symbol of power in a magisterial or governance sense in several countries and was also symbolic for the Italian Fascist movement in the 20th Century.

Again, I believe this is just a pretentious gentleman's blazer button.
