Looks like a British Merchant Navy button. The thing above the crown is the top of the anchor, IE the stock, shank and head. The design in a Crown in front of an Anchor.

Yes... British Merchant Navy button. That's our 'Naval Crown', as opposed to any of the 'Royal Crowns'.
