If it's horse related then I'd be more inclined to say a hoof pick (to pick the dirt and mud from under a horses hoof before shoeing them).

Ok so it's a gag hook... but WHAT is a gag hook?

Ok I found out what they are! Normally they are NOT called that anymore due to the nature of what they are used for.

Gag hooks or gag loops are attached to the rings (such as a snaffle bit) and the reins are then attached to the hook or loop. Had to contact my dad about that one.
