I found this a couple of months ago. Chopper, Broken Axe or Preform? Its worked for sure I do know that. Not many big pieces of flint like this one in the creek I hunt. Found in N GA by me. rock

Nice find!!! ;) Not sure what it is exactly, especially after joining this site lol, but I believe it Def is a worked piece for sure...I have a few like that...just not as big...either way you know the last person who held it was hundreds of years ago!!! ;)
 

I think at best you'll just be able to call it a piece of worked material.
I'm sure some pieces that were removed from it were turned into tools of some sort.. As far as that piece being worked down into something on its own it looks like because of several sections of imperfections it wouldn't thin down and was given up on to me.
A lot of the small flakes that look like a working edge appear to be there to create a platform for further thinning not really to create a tool
