what would this old scale be used for...id and date?

got this old scale from an old barn. it says Penn scale mfg.co.,inc.
i haven't seen anything like it and i do not know what the hole in the tray would be for
it weighs up to 20 lbs
any ideas of what it is for?
or year it was made?
or approx. value?

Being open on the bottom it probably had an insert ? I have seen similar at the hardware store to weigh nails. Could hae been ued to measrue portions of grain for livestock around a farm or just about anything that wasn't too heavy. May have some specific use but I don't knfow what that might be. Monty
