What was its purpose?

I found this today in an old lot and clearly it's marked "Armour Sausage 5077 Fort Worth"

But what was it? I was thinking maybe a locker ID tag considering the two attachment points on the back but I'm not sure.

Possibly used to mark shipping crates or something...

It's about as tall as a quarter for reference.

I think it might have been the tag on an old wire crate sent out for delivery maybe.
