What type of buckle is this?

I found this decorative buckle today in an area that has been used since the early 1800's. There is a leather backing on it and you can see the markings on the leather where the bar used attach. It is made out of what appears to be a copper alloy and is quite delicate.

Does anyone have any idea how old it might be and what it was used for?
