✅ SOLVED What Tool Is This?

My buddy has had this "tool" for many years but we have no idea what it is. I think it is some kind of cutting tool. There is a small hole in the blade and a corresponding hole in the base of the block. The fitting on the side is for a low pressure hook up, probably cutting oil to feed the blade. We couldn't get the screw out of the top so we don't know what is underneath it. On the side not shown there is the TSI logo and a small circle with T77 in it. There is no Pat. number on that side. It is very heavy for it's size and appears to be chrome plated.

Thank you. I tried looking up the patent number but didn't have any luck.
