He doesn't appear to be out of it. He is doing that deliberately and doesn't want to get hit as he keeps moving out of the way. I'm afraid I would have had to help him by giving him a free bumper ride to his next destination.

Seemed the only one willing to take him out was the SEPTA Bus !
a Step backwards he would have been a bumper sticker on the bus
