I agree with ConceptualizedNetherlandr. Here are some images which show your sickle-bar mower blade/tooth "in place" on the mower's arm, and a full view of the mower. The one in the diagram is horse-pulled antique, but sickle-bar mowers are still being manufactured today. Their primary use is to mow hay in farmfields.

The area where I dug it up was a old farm that the mentel hospital patients took care of farm animals during the 30th until late the 60s

It's not a sickle bar mower blade they have two holes and are about 1/8 ,to3/16 thick. Looks like old mail box flag.

There is 2 holes its just rusted over
