The teeth around the edge look like some kind of ratcheting device. Maybe a wheel to turn a windlass or such to open a door and keep if from coming back down until you move the ratchet lever.

i go with flag stand or some kind of stand. could a small christmas tree fit on it?

Agreed.


Me thinks it's a little to light-weight to act as a valve wheel; those are usually one-piece deals, heavy duty.

Well I think that would depend on the size of the station and pumps...the ones that I was thinking of where in the mountains of NC with very few homes on the systems...they even had the ratchet type wheel to keep them from inadvertantly turning. I just can't remember if they were more than one piece or not ???

Usually, handwheels that open valves are all cast. I have never seen one that was riveted together. They are cast because if the valve gets stuck, you have to apply a good amount of pressure to open it.

I have a Dozen or so of these ,mine are made of Alum. they are stands for Golf Ball Washers!!

I googled it and found there are many different types and I think its a match.

Yes I agree with hsjrev, it is a wheel that can be moved one direction by hand or motor, with a stop so it does not reverse on its self, like a self lowering drill press, on the drive gear there is a cog that pushes up an arm that moves the hand wheel one tooth at a time ;D
