What state is this from? 1898 political button. - SOLVED

This was in a box of junk at a garage sale this last weekend. Belonged to a long gone relative. I am guessing N.Y. 1896-98? Whitehead & Hoag made, paper label. very good condition for age. I know they were the premier medal and button maker in early 1900's and late 1800's.. What say you and anyone know if any value to it.
I found his name as gov. of Vermont, but details sketchy. May have been a typical shady politician.

Vermont...in office from 1919-1921 http://en.wikipedia.org/wiki/Percival_W._Clement
