This was in a box of junk at a garage sale this last weekend. Belonged to a long gone relative. I am guessing N.Y. 1896-98? Whitehead & Hoag made, paper label. very good condition for age. I know they were the premier medal and button maker in early 1900's and late 1800's.. What say you and anyone know if any value to it.
I found his name as gov. of Vermont, but details sketchy. May have been a typical shady politician.

Here's the entry for Percival W. Clement:

Clement, Percival Wood (1846-1927) — of Rutland, Rutland County, Vt. Born July 7, 1846. Republican. Governor of Vermont, 1919-21; delegate to Republican National Convention from Vermont, 1924. Died January 9, 1927. Burial location unknown.
