what sort of whistle??

Whistle found in old school playing area. it's 1.25 inchs at it's longest by just over half an inch wide

Cool! A blow fish! I can't make out the lettering either. That would help a lot with research.

same function as a deer whistle on a car bumper except for use on boats to warn the fish so you run into them.

No luck searching the "C L" at the top or the fish design and can't read most of the letters below. At 1.25" x .50" and what appears to be a hole near the tail, possibly worn as a charm or pendant.
