What kinda bell is this?

This is a large bell.
I got it at a garage sale a few years back for $15.00.
The owners didn't know the history of it.
The bottom is 12" across & it stands 14" tall from bottom of bell to top of eagle. There is mounting hardware on the bottom.
I was thinking either a train bell or firetruck...watta ya think?
There is chrome plating coming off & it looks like it might be brass underneath.
