What kind of Tag?

Found this in a yard today and need help identifying what kind of tag it is. It's the size of a fifty cent piece. Nothing is written on the back and is made of brass.

It could be used as a personal pay chit, where the person who loaded an ore car or something along those lines would place thier tag on the load so they would get paid for it. They were also used to check out tools or keys,etc

Many years ago, I worked in commercial construction as a plumber. When we had finished a project, we put numbered brass tags on each cutoff valve and labeled the blueprints with the corresponding number to show the customer locations of each valve. I am sure there are many other uses for numbered brass tags.
