I would say it was crimped onto some type of fabric or material.

I actually thought it might be off the end of a windows sash dowl.....and the wierd cutouts were where it was attached. I don't know....obviously.

On adhesive, fly catcher strips, the strip is attached to a piece like this that pulls from the tube. The strip is attached tothe slot, and a wire is attached tothe holes to hang the strip with.
