I'm not sure if its a plate or a platter of some sort - but, it appears to be Chinese, as it is adorned with the Chinese Dragon, and blue and white china with the dragon is quite popular. No idea of age.
I'm going to go with English transfer ware. In the mid to late 1800's, the English produced a lot of "Chinese-looking" ceramics, even faking the Chinese "chop" mark in some cases.
Definitely appears Chinese, though that is not the only culture to produce this type of stuff. Consider Korea and Viet Nam as well. It looks hand painted, but you might be able to verify this with a loupe by looking for the moray pattern (dot screen) that would indicate screen printing or other application.
