I've never seen a lantern like that, and it's strange how you have to open the flaps. That seems like it would be tedious, unless maybe it's an early example of a spy's secret light? Yeah probably not. But the two handles on the sides are similar to those found on some inspector lamps, which guys would carry around at night to inspect whatever, be it a train or a boat.
But it just doesn't seem industrial related because of the fancy designs.
Anyways, good luck, hope someone can give you a solid ID!

It looks like the flaps served as reflectors, making this more of a "spotlight" than the normal lantern designed to light rooms and such. I'm guessing this may have been used on a river boat or other water vessel to locate the bank or other objects in front of the boat at night? Just guessing. Very cool!

Packable in a protective manner ..for camping or carrying in luggage if needed...perhaps.
Have seen similar yet different candle lanterns made from gun powder cans.
Interesting as the cylinder around the oil lamp in the O.P.'s pic. hints of a candle box.

It's a tole ware candle lantern that someone put an oil lamp in. It would be hard to adjust the wick on that lamp when lit ? It was meant for a candle. HH

Try portable coal oil lantern...(kerosene)...

Correct that and add a 'Green lantern with decorative gold painted stenciling'...
