maybe some sort of piece for joining leather straps or straps to a bag like a haversack? not necessarily a buckle(i don't see anywhere for a post or tongue or the wear pattern associated with that).

Buckle is what came to mind first
But could be just a strap

My first thought was that it's a brass clothing-related buckle, as it's not heavy enough to be horse tack. :icon_scratch:
Nice early flat buttons, I'm thinking the buckle is much later in date than the buttons though.
