What is this?

It looks to me to be some kind of buckle.Has anyone seen one like this?It has an arrow on it ,and some kind of other design.It also looks like it has a couple letters on it right before the rust starts.Any ideas on what it is and how old would be greatly appreciated.THANKS.jeff
