I would guess a toothpick holder also. I think it's supposed to be a gnome.

I guess you can use it for whatever you want, but a lot of these were produced as match-holders too, with a rough area (perhaps the side of the basket) acting as a striking surface.

Plastic Troll, souvenir piece. I doubt it would hold much value. I bet similar items are for sale on eBay if you look.

I did a Google image search on 'gnome toothpick holder'. Wow. Lots. Who knew that was "a thing"? :dontknow:
