I found this in a wooded area of a park is look like aluminum. But what was it for?

Nope, don't think it's a bird band. Work with birds. There is usually a number code on the band and not words or letters. They aren't ornate either ( the rolled edges).

Can you make out what it says?

Racing pigeons I'd go with. Regular bird banding for scientific study, no.

What I found out was it is 23 years old.

Did some research and have come up with two possibilities on the pigeons location depending on what the letters on the leg band are.
