The inscriptions are Latin.

DOCENDO DISCIMUS means "We learn by teaching."

EX NIHILO NIHIL FIT means "Nothing comes from nothing."

I have seen buttons bearing the same image and inscription.

Actually, the portrait appears remarkably similar to that of King George V of Great Britain, who reigned from 1910 until 1936.
