I can't make out what's on the back, but if there had been a clip on each side then I'd guess a sweater collar clip. But if it just had one pin going from one end to the other, then yes on the brooch suggestion.
edit: oh yeah, sweater clips had chains connecting the two sides... never mind that idea.

For some reason I want to say a musical instrument part, I don't know why I'm thinking that.

Like a decorative part, not a functional part. Whatever, but I keep thinking instrument.

It most definitely is a sweater clip worn close to the neck. Nice Pull

With enlargement of the photo of the back, there appears to be a pin-hinge on the object's left end, and on the right end there is a c-catch (or a similar form of catch) to hold the pin's sharp end. So, I agree with xr7ator and nhbenz... it's a ladies brooch. The diagrams below can help the finder time-date it.

Good eyes! Supporting that, I believe, would be the discolored wear mark in the middle of the crossbar where the pin would have gone across.
