Bowwinkles is right... they are fired bullets. More specific identification is, .22-caliber hollowpoint bullets, from the mid-to-late-20th-Century. Still being manufactured and sold today.

Joe hunter, I think the answer to your question is, they are sitting on a semi-transparent "wavy glass" tabletop.
