Does anybody have any idea what this might be? It seems like it's iron on the outside and pewter or lead on the inside wheel.

Its a Gyroscope. Neat little toy to amuse us back in the day. I think they use I Phones for amusement today !

That was a cool video. When I was a kid, we just used them like a top. Looks like we were missing out!
