Looks like an old fuse to something. a blasting cap that was blasted and that's the leftovers. I am just giving a guess I am not an expert. Others here will ID it better.

I'm gonna refrain from "guessing" until something more is said about the type of metal. What Brady says looks very possible, but I'm (at present) almost leaning towards something to do with copper piping. What?, I haven't a clue!!
