Whatever "it" is, it would appear that it utilizes the universal standard bus framework, and judging by the size, this would be "micro-usb", frequently encountered with mobile devices such as smart phones. Based on the appearance in the picture, it appears to use a minimalist architecture in which the interface is not protected by a metal housing when the device is to be plugged in. Rather, it appears to swivel in and outside of a long-term housing. With that assumption in mind, since there is apparently no additional circuitry contained in the metal portion of the device, it is most likely that the portion with the gold-plated interface is some sort of storage device (i.e., "flash drive"). Once again, given that it uses micro-usb, it is almost certainly intended for use with a small/mobile device, most likely a phone but possibly a camera or tablet. Given that it does not have the propriety "lightning" implementation of micro-usb, it is almost certainly not intended for use with an Apple product such as an iPhone or iPad.
While I am not able at the moment to identify the specific device, it is, based on all of these observations, most likely a flash-drive for an Android phone. It may however be a proprietary device for different hardware.
All that said, please keep this one principle in mind: never, ever, under any circumstance, plug in an unknown USB drive into any device. Ever.
