that is a cable tie? hold? they use them on power lines and poles. That's my guess!:dontknow:

I've seen them before, but not sure where. One end has threaded rod or a bolt and the steel cable is looped through the center and clamped.

Here's something similar.....It's called a thimbleye-nut?

As Nitric said, that is used in aerial construction. Often called an "eye nut".... predominantly used in telephone and cable TV construction. A preform or "quickie" loop is used to attach strand.

next time your around a pole line...look up at the CATV/Telephone attachments....especially where the pole line ends and down guys are, you will recognize it if you have decent vision.
