I'd say a modern slug for a muzzle loader - .45 or .50 cal - leaning towards .50

Actually in your 3rd picture I think I see reeds in the grooves.....not so sure now if that is in fact reeds I am seeing...

Without exact measurements the caliber of the bullet will only be a guess. It's a semi wad-cutter usually used for shooting at paper targets because they cut a clean hole. I've loader a million of them in .38. I've never tried them in ACP, but someone can correct me, I don't think that bullet would cycle in a semi auto, but .44 and .45 caliber revolvers would use them. So like I said for exact ID you need exact measurements. It's not a muzzleloader bullet, and this bullet does not have to be hand cast, they can be purchased already sized and ready to load. I don't know how long they have been around, but probably 20's or 30's.

It looks to be a hollow point...do they or did they make SWC hollow points Bos?

You're right, I didn't notice the hollow point, need to do a better job of looking at the photos. Yes, there are semi wadcutter hollow points. In .38 special they are called FBI bullets. Wadcutters might be a target load, but they are a devastating self defense load, and the hollow point makes them just that much more. I did find out that they are also used in the .45 ACP so they must cycle OK. Here's a photo of 158 grain FBI loads.

No rifling engraved on the slug either.....odd for a center fire cartridge

The hollow base was most likely designed to be used in a muzzle loaded rifle because it needs to be a little small to push it down a barrel and also the rifling leaves grooves for gas to escape and when the gun is fired the base expands to seal the bullet in the bore... It looks to big for 38 and closer to 50 cal...
