What is this?

Hi I found this while digging in my garden, have tried a number of engineering type people but nobody has a clue what it is or what it would be used for. There are no markings at all on the brass pieces nor the plastic case. The small brass pieces are 25mm long and weigh 25 grams while the larger one is 60mm and weighs 60 grams.

Will do my best to answer any other questions but am totally at a loss to understand what it is.
 

Too soft a material for bearings....same with using them in a spool valve. I'm more inclined to think they're a weight kit for some specialized application.

I've never seen spool valves come in a reusable plastic holder with a pocket clip. These are something that are used and reused all the time, hence the handy holder.
