What is this?

I found this when I was unpacked some of my stuff. I don't remember ever seeing it before and was hoping someone knew just what it is and where it might be from. It is almost 3" tall and appears to maybe be clay.

I'm not an expert but I have some similar pieces that are Mexican clay sculptures.

You know I thought that and did some research on Mexican clay art. I found some similarities but the biggest difference was the size and the finish on the back. Theirs were all finished and this is not. The back is just plain and not smooth.
