Looks like a 18th century civilian Dandy flat button... Dandy buttons or tombac buttons are 18th century flat buttons which are mostly floral designs or had a decoration on them .. You can try cleaning the button up more and see if you can see the design more.because I can barely make it out!

Thank you. I know my pics are not very clear. Is there something you would suggest to clean it with that won't harm it? I didn't know if it was military or not.

You can clean with a soft brush and peroxide.. It will take at least an hour for it too start cleaning up good then let it sit and repeat cleaning in a day or two the same way. the dirt and grim need time too remove itself from it but i see it not taking an hour or two too clean this button good enough too see more of it. You can also use hot water and brush if you do not feel like peroxide but that is really not the correct method too clean a button using just water but these buttons it is pretty much okay.

It is a circa 1780s Dandy Button, its not Military & no amount of cleaning will help it.
