looks like part of/some sort of ring sizer......with a ring on it ??

I would agree but it is about 8" long, 2" daimeter and wieghs about 3 lbs

Its a window weight for older windows, I'm pretty sure.

yea looks like a counter weight to me also , but not sure about the window,, all the ones i have salvaged have looked like the pictures you posted cbankston .
i hope some one knows for sure what type of counter weight it is .
