Some kind of a badge, with the number 8 being a precinct, or station house number.
Firefighter badges always have a number in the middle.

thats upper torso armor, it has the number 8 with electric or lightning bolts like its speed attack/lightning quick something to do with 8 and armor and speed possibly attacks? could it be a badge of some sort of fast striking armored group? also you have the outer frame of the badge is like a gear or cog possibly a mechanized group maybe tanks?

The center and top represent a Roman style suit of armor, then I see the anchor in the 8. Could be an old military hat pin

Agreed, this arrangement of armour & helmet often signify a trophy of war.
